This bill amends the Illinois Procurement Code to allow state agencies and public universities to designate certain purchases as "continuous improvement procurements," which are intended to encourage greater participation from small and diverse businesses. Under this new provision, once a procurement is designated as a continuous improvement procurement, the agency or university can re-bid the contract for those services no earlier than every six months, but must do so at least once a year. Businesses that were initially awarded these contracts will continue to hold them for the duration of the award unless they choose to withdraw, and any future re-solicitations will use the same evaluation criteria as the original bid.
