This bill amends the Illinois Low-Level Radioactive Waste Management Act to update registration requirements for generators and brokers of low-level radioactive waste. The bill requires all generators and brokers to register with the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) within 60 days of generating or taking possession of low-level radioactive waste. Registrants must provide details such as name, address, officers, types of waste, and other information specified by the agency. The bill creates two specific exemptions from registration: first, for generators storing waste with a radioactive half-life of less than 120 days (after allowing 10 half-lives to elapse), and second, for generators of water treatment residuals with a combined radium concentration of 200 picocuries per gram or less who have already registered under the agency's existing regulatory program. Additionally, the bill introduces a new definition for "water treatment residuals" and allows all registration forms and annual reports to be made publicly available through the Freedom of Information Act. These changes aim to improve tracking and management of low-level radioactive waste in Illinois.
