This bill amends the Department of Innovation and Technology Act to expand the responsibilities and composition of the Generative AI and Natural Language Processing Task Force. The Task Force, which already includes representatives from various state agencies, educational institutions, and appointed experts, will now also include the Chief Procurement Officer for General Services. The bill adds three key new responsibilities to the Task Force: (1) recommending policies and procedures for state agencies' procurement, deployment, and use of generative artificial intelligence (AI) systems, (2) recommending which uses of generative AI by state agencies should be prohibited, and (3) assessing how generative AI impacts state service delivery. Additionally, the bill requires the Task Force to file an addendum to its original report by December 31, 2026, which will cover the newly added responsibilities. The Task Force is already required to hold at least five public meetings across different regions of Illinois and has broader responsibilities related to AI, including protecting consumer information, assessing workforce impacts, and addressing civil rights concerns. The bill aims to provide comprehensive guidance and oversight for the state's approach to generative AI technologies.
