This bill modifies fee distributions and establishes a new full-service provider account for driver and vehicle services transactions in Minnesota. The bill changes how filing fees are allocated for vehicle registration renewals and other vehicle-related transactions, particularly for mail and online transactions. Specifically, it creates a new full-service provider account that will receive a portion of the fees from registration and licensing transactions. For vehicle registration renewal fees collected through mail or online, the bill redistributes the funds so that a portion (ranging from $4.00 to $4.25 depending on the type of transaction) will be deposited into the new full-service provider account. Additionally, the bill introduces a $5.00 surcharge for mail-submitted vehicle registration renewals, with $2.50 going to the driver and vehicle services operating account and $2.50 to the full-service provider account. The money in the full-service provider account will be distributed quarterly to full-service providers (which are defined elsewhere in Minnesota statutes) proportionally based on the number of transactions they complete. These changes are set to take effect on October 1, 2025, with the first quarterly distribution to be made on or before January 15, 2026.
