AI Summary

This bill amends the Public Higher Education Act to require public colleges and universities in Illinois to provide comprehensive reproductive healthcare services to students, starting in the 2025-2026 school year. Specifically, the bill mandates that each public institution with student health services must offer access to healthcare professionals who can prescribe and dispense contraception and medication abortion. For campuses with on-site pharmacies, these facilities must be prepared to dispense contraception and medication abortion, though students retain the option to fill prescriptions at third-party pharmacies. The institutions are required to make information about accessing these services available on their student health services websites and must submit annual reports to the Board of Higher Education confirming their compliance. In cases where medication abortion is provided, institutions must also establish a referral agreement with a tertiary care facility that offers obstetrics and gynecological services to handle potential complications. The bill defines key terms like "contraception" (medication or medical devices to prevent pregnancy) and "medication abortion" (pregnancy termination using medication), and aims to expand reproductive healthcare access for college students across Illinois public higher education institutions.
