This bill amends Kentucky Revised Statutes (KRS) 64.5277 and 64.5278 to modify the city officers training program, introducing several key changes. The bill first defines "excess credit hours" as educational credits earned beyond 15 hours in a calendar year, and then allows cities more flexibility in establishing training incentive programs for city officers. Specifically, cities can now set different base incentive amounts for different types of city officers through an ordinance, removing previous requirements that set minimum and maximum payment amounts between $100 and $500. The bill maintains the core structure of the existing training incentive program, which encourages city officers to complete continuing education by offering financial incentives, with officers able to accumulate up to four training incentive multipliers over time. The ordinance must still require officers to complete at least one training unit (15 hours) per year, specify how officers can prove their training, and outline what types of courses are considered relevant to city government duties. Cities can also now allow officers to carry forward up to 15 hours of excess credit hours to the next calendar year, providing additional flexibility in meeting training requirements.
