This bill establishes the Catalyst Center Grant Program to help local education agencies (LEAs) create or expand catalyst centers, which are innovative educational programs that provide students with profession-based learning experiences. The program will be overseen by a dedicated director who will have expertise in workforce development, education innovation, and public-private partnerships. LEAs can apply for grants to develop catalyst centers that align with local workforce needs, partner with industry and community organizations, and provide students with real-world learning experiences. The bill defines a catalyst center as a program that replicates professional environments, incorporates industry-standard tools and technologies, facilitates mentorship, and establishes advisory boards with industry representatives. The grant program will prioritize LEAs with innovative programming, strong industry collaborations, and a focus on student outcomes. Additionally, the bill includes provisions for marketing the program, reporting requirements, and allows LEAs to hire educators with industry experience under certain conditions. The program is set to be funded with at least $65,000,000 from the Public Education Economic Stabilization Restricted Account and will take effect on May 7, 2025.
