This bill establishes the South Central Regional Mental Health Hospital in Wichita, Kansas, for Sedgwick County and the surrounding regional area to expand access to mental health beds in south-central Kansas. The bill creates a new state hospital fund in the state treasury to be administered by the Kansas Department for Aging and Disability Services, with all moneys received from charges and operations to be deposited into this fund. The bill also authorizes the secretary for aging and disability services to establish an extension to the state security hospital at this new facility, which will be responsible for holding, examining, treating, and caring for mentally ill persons committed by courts or transferred from correctional institutions. Additionally, the bill makes numerous technical amendments to various Kansas statutes to incorporate references to the new South Central Regional Mental Health Hospital, including updating definitions, lists of state institutions, and references to mental health facilities across multiple sections of Kansas law. The bill removes references to the now-closed Rainbow Mental Health Facility and adds the new South Central Regional Mental Health Hospital to various statutory definitions and lists of state healthcare facilities.
