This bill amends the Illinois Insurance Code to modify regulations around dental care provider reimbursement by removing a specific provision that previously allowed dental plan carriers to charge certain fees to providers for claim processing and data management services. Under the existing law, insurance companies, dental service plans, and other health insurance entities were already prohibited from requiring dental care providers to pay fees to access or obtain payment for their services, and they were required to provide 100% of the contracted payment amount. The new bill eliminates language that previously permitted third-party fees related to automated clearing house network claims, transaction management, data management, and portal services. By removing this language, the bill appears to further strengthen protections for dental care providers by more comprehensively preventing any additional fees that could reduce their reimbursement. The bill takes effect immediately upon becoming law, which means dental care providers would be protected from such fees as soon as the bill is signed.
