AI Summary
This bill amends the Personnel Code to establish specific timelines and accountability measures for state hiring processes managed by the Department of Central Management Services (CMS). The bill mandates that civil service examinations for job applicants, if required, must be scheduled and completed within 10 days of the application deadline. Additionally, interviews must be scheduled and conducted within 20 days of either the civil service examination results or the application deadline if no examination is needed. The selection process must then be finalized within 10 days of completing interviews. CMS is responsible for enforcing these deadlines, and any deviation from the established timelines must be formally documented and justified by the hiring agency. The bill also reinforces existing requirements that all state employment vacancies be publicly posted on the department's website, updated weekly, and include details such as the county location of the job. Positions with a vacancy rate of 10% or higher must remain posted until the vacancy rate drops below that threshold, ensuring transparency and encouraging timely hiring to fill critical state government positions.
