This bill amends the Illinois Department of Commerce and Economic Opportunity Law by expanding the definition of a "data center" to include a quantum research facility starting January 1, 2026. Specifically, a quantum research facility is defined as a structure or building used for quantum research, advanced computing, or defense; the qualified equipment placed in such a structure; or quantum-capable fiber networks and associated infrastructure used for quantum research, advanced computing, or defense purposes. The bill continues existing provisions that allow qualifying data centers to receive tax exemptions and credits, including exemptions from various state and local taxes, and income tax credits, provided they meet specific investment and job creation requirements. To qualify, a data center must make a substantial capital investment (at least $250,000,000 over 60 months), create at least 20 full-time equivalent jobs with compensation above 120% of the county's average wage, and achieve carbon neutrality or meet specific green building standards within two years of being placed in service. The bill maintains existing reporting requirements, mandating that businesses receiving these tax benefits annually report their total tax benefits to the state.
