This bill amends the Illinois Health Facilities Planning Act to modify annual reporting requirements for health care facilities. Previously, hospitals were only required to report capital expenditures over $200,000, but now they must report all capital expenditures, regardless of amount. The bill introduces a new requirement that even if a hospital reports zero capital expenditures, it must still include a detailed section about its total purchasing budget for all goods and services from the preceding fiscal year. The bill maintains existing provisions that require hospitals to report on their spending goals and actual expenditures with female-owned, minority-owned, veteran-owned, and small business enterprises. Additionally, hospitals must provide information such as the types of capital expenditures they'll seek diverse suppliers for, their vendor outreach plans, challenges in finding quality vendors, recognized certifications, contact information for potential vendors, and any success stories in supplier diversity. The Health Facilities and Services Review Board is required to publish these reports on their website and maintain them for at least five years, promoting transparency in hospital purchasing and supplier diversity efforts.
