This bill amends the Illinois Procurement Code by removing references to the Commission on Equity and Inclusion from provisions concerning financial disclosures for procurement contracts. Specifically, the bill eliminates mentions of the Commission on Equity and Inclusion from the process of reviewing potential conflicts of interest in state procurement. Under the existing law, when a potential conflict of interest is identified in a bid or contract, the Procurement Policy Board was previously required to send the contract to both the Board and the Commission on Equity and Inclusion. This bill removes the Commission on Equity and Inclusion from that review process, leaving the Procurement Policy Board and the Executive Ethics Commission as the primary entities responsible for reviewing and making recommendations about potential conflicts of interest in state procurement contracts. The bill maintains the existing requirements for detailed financial disclosures by bidders, contractors, and subcontractors, including reporting ownership interests, relationships with state employees and officials, and past professional history, but streamlines the review process by removing one of the oversight bodies.
