The legislation aims to promote economic inclusion, reduce recidivism, and strengthen local economies by giving these mission-driven businesses more opportunities to compete for state contracts. The bill also provides flexibility for purchasing agencies to withdraw the ESE set-aside designation if deemed in the state's best interest, ensuring that the procurement process remains adaptable and responsive to changing needs.
