This bill establishes the Greater Minnesota Senior Housing Infrastructure Grant Program, which allows the Minnesota Housing Finance Agency to provide grants to counties and cities outside the metropolitan area to support senior housing development. The program enables the commissioner to fund up to 50% of public infrastructure costs for housing projects, such as sewers, water systems, streets, and utility extensions, with the requirement that non-state resources must also be committed to complete the project. Eligible projects include owner-occupied housing developments like single-family homes, multifamily buildings, and manufactured home park cooperatives specifically designed for households with at least one person 55 years or older. When evaluating applications, the commissioner will assess whether the project will increase available housing sites for seniors and potentially stimulate significant public and private investment in the area. Grant amounts are capped at $40,000 per lot for single-family or small multi-unit housing, $60,000 per manufactured housing lot, and $180,000 per lot for larger multifamily developments, with a maximum of $500,000 in grants per county or city over two years (excluding manufactured housing developments). The bill also includes a one-time appropriation from the general fund to support this grant program in fiscal year 2026.
