This bill directs the New York State Energy Research and Development Authority (NYSERDA) to establish a comprehensive floating solar incentive and education program. The program defines "floating solar" as solar photovoltaic systems mounted on floating structures on water bodies like canals, lakes, reservoirs, and ponds. It will provide municipalities, developers, builders, design professionals, and potential owners with technical assistance, industry standards, and financing resources. The program includes grants for floating solar development on artificial water bodies, identification of best practices for ecosystem protection, monitoring of environmental impacts on water quality and conservation, and creating educational materials about floating solar siting, construction, and maintenance. NYSERDA will develop the program in consultation with the public service commission and department of environmental conservation, and will promulgate necessary rules and regulations. The bill will take effect 180 days after becoming law, with immediate authorization to develop implementation regulations.
