AI Summary
This bill amends the Child Care Act of 1969 to modify background check procedures for day care homes, group day care homes, and day care centers. Specifically, these facilities may now hire employees or volunteers on a probationary basis if the individual authorizes a criminal background investigation and meets initial requirements set by the Department of Children and Family Services or the Department of Early Childhood. During the background check process, the probationary employee or volunteer must be continuously supervised by an individual who has already passed all background check components. The bill maintains existing provisions requiring fingerprint submissions to the Illinois State Police, who will check these prints against state and federal criminal history databases. The legislation ensures that confidential criminal background information remains protected and can only be used for evaluating employment suitability in child care settings, with strict penalties for unauthorized disclosure of such information. The changes aim to provide more flexibility in hiring while maintaining rigorous safety standards for child care facilities.
