Bill Summary

Further amends the Energy Efficient Building Act. Provides that, with respect to the Illinois Stretch Energy Code's commercial components: (1) the Capital Development Board shall create and adopt a stretch energy code with a site energy index no greater than 0.50 of the 2006 International Energy Conservation Code by December 31, 2026 (currently, December 31, 2025); the Capital Development Board shall create and adopt a stretch energy code with a site energy index no greater than 0.44 of the 2006 International Energy Conservation Code by December 31, 2029 (currently, December 31, 2028); and the Capital Development Board shall create and adopt a stretch energy code with a site energy index no greater than 0.44 of the 2006 International Energy Conservation Code by December 31, 2031 (currently, December 31, 2032).

AI Summary

This bill amends the Energy Efficient Building Act to update the Illinois Stretch Energy Code, which is a set of energy efficiency standards for buildings that municipalities can choose to adopt. The bill modifies the timeline and requirements for both commercial and residential building energy codes, specifically changing the dates by which the Capital Development Board must create and adopt progressively more stringent energy efficiency standards. For commercial buildings, the bill adjusts the site energy index targets (a measure of energy efficiency) to be no greater than 0.50 by December 31, 2026, no greater than 0.44 by December 31, 2029, and no greater than 0.39 by December 31, 2032. The code allows flexibility if the Board identifies unanticipated burdens in implementing these standards, potentially allowing slightly less restrictive standards. The bill maintains the overall goal of enabling municipalities to achieve higher energy efficiency in buildings through a consistent statewide approach, with the Illinois Stretch Energy Code serving as an optional but more aggressive alternative to the standard Illinois Energy Conservation Code.
