AI Summary
This bill creates the Responsibility in Firearm Legislation (RIFL) Act, which establishes a comprehensive program to address the public health costs and financial burdens associated with firearm injuries in Illinois. Beginning January 1, 2028, the bill mandates that firearms manufacturers must obtain a license from the Department of Financial and Professional Regulation, with annual fees calculated based on the manufacturer's market share and the estimated public health costs from firearm injuries. The total annual aggregate fee for all manufacturers is set at up to $866,000,000 in the first year, with subsequent years adjusted for inflation. The proceeds from these licensing fees will be deposited into the RIFL Fund, which will be used to provide financial assistance to victims of firearm injuries. The financial assistance program will cover a wide range of direct costs, including medical treatment, mental health care, rehabilitation, lost wages, and other expenses related to firearm injuries for up to three years, or for life in cases of permanent disability. Manufacturers who operate without a license can be fined up to $1,000,000 per month, and retailers selling firearms from unlicensed manufacturers can be fined up to $10,000 per violation. The bill also requires the Illinois State Police to report firearm recovery information and establishes a program administrator to manage the financial assistance program with strict requirements for transparency and independence from the firearm industry.
