This bill makes several administrative changes to various state laws in Illinois. It removes the requirement for the Department of Commerce and Economic Opportunity to establish a freight rate information service for U.S. and foreign shippers. The bill repeals the Illinois Emergency Employment Development Act and eliminates several reporting and administrative duties related to local government clearing house functions. In the Eliminate the Digital Divide Law, the bill introduces new definitions for "covered population" and "digital navigator program" and establishes provisions for grants from the Digital Divide Elimination Fund, which aims to improve digital access and skills for underserved populations, including aging individuals, veterans, people with disabilities, and those in rural areas. The bill also modifies the Music and Musicians Tax Credit and Jobs Act by removing quarterly reporting requirements and eliminating certain economic impact assessment provisions. Additionally, the bill includes provisions for transferring funds from the Good Samaritan Energy Trust Fund to the Supplemental Low-Income Energy Assistance Fund and sets a repeal date for the Good Samaritan Energy Plan Act. The bill becomes effective immediately upon passage.
