This bill amends the Illinois Procurement Code to completely exempt public institutions of higher education from the code's procurement requirements, regardless of the funding source. Specifically, the bill removes all previous exceptions and nuanced provisions that previously allowed some limited procurement activities by higher education institutions to be subject to the code. The affected institutions include Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, Southern Illinois University, University of Illinois, Western Illinois University, and the Illinois Mathematics and Science Academy. By changing Section 1-13 of the Illinois Procurement Code, the bill simplifies and broadens the procurement autonomy of these public higher education institutions, allowing them to conduct procurement activities without having to follow the state's standard procurement regulations and oversight mechanisms.
