This bill amends the Illinois Vehicle Code to modify speed limit regulations for local authorities. Specifically, it allows park districts, cities, villages, and incorporated towns to decrease speed limits within urban districts to no less than 10 miles per hour (previously 20 miles per hour) and within residential districts to no less than 15 miles per hour (previously 25 miles per hour). The bill also increases the permissible difference between adjacent speed zones from 10 to 15 miles per hour. These changes provide local authorities more flexibility in setting speed limits based on local traffic conditions and safety assessments. The modifications apply to streets within local jurisdictions that are not under the control of state highway departments or toll authorities. Local authorities can establish these new speed limits through an engineering or traffic investigation and must erect appropriate signage to make the new limits effective. The bill maintains existing restrictions on the use of electronic speed-detecting devices near speed limit signs, with special provisions for school zones.
