This bill amends Idaho law to expand and clarify the powers of county-based or city-based intermodal commerce authorities (organizations that manage transportation and economic development infrastructure). The bill adds "utility services facilities" to the types of infrastructure these authorities can develop, and explicitly allows them to create water and sewer facilities while prohibiting them from transmitting electrical or broadband services. The legislation also establishes a new process for publishing and contesting revenue bond proceedings, requiring a one-time newspaper publication and creating a 30-day window during which interested parties can challenge the legal validity of bond-related resolutions. Additionally, after the 30-day contest period expires, no further legal challenges can be mounted against the bond proceedings, effectively finalizing the authorization.
