This bill modifies Illinois hunting regulations by expanding restrictions on trapping and hunting gray foxes and other fur-bearing animals. Specifically, the bill makes it unlawful to trap or hunt gray foxes, red foxes, raccoons, weasels, minks, muskrats, badgers, bobcats, and opossums outside of an officially designated open season, which the Director of the Department of Natural Resources will set annually between November 1 and February 15. The bill gives the Director additional flexibility to adjust the gray fox hunting season based on biological balance considerations, allowing the Director to modify season dates, bag limits, and possession limits through administrative rules. The bill also provides emergency rulemaking authority to the Department of Natural Resources to expeditiously implement these changes, with the emergency rulemaking provision set to expire one year after the bill's effective date. The bill takes effect immediately upon becoming law, enabling the Department to quickly adapt hunting regulations for these fur-bearing animals.
