AI Summary
This bill creates the Military Installation and Critical Infrastructure Protection Act, which aims to restrict foreign adversaries (specifically countries like China, Russia, Iran, and others) from owning or accessing land and infrastructure in Illinois. The legislation prohibits foreign principals from these adversary countries from owning more than 25% of agricultural land, purchasing or leasing property within 25 miles of military installations, or accessing critical infrastructure without explicit approval. Companies seeking to access critical infrastructure must register with the Illinois Emergency Management Agency, undergo background checks, and prohibit foreign nationals from adversary nations from accessing sensitive systems. The bill also mandates the removal of software produced by foreign adversaries from state infrastructure and establishes a reporting process for non-notified foreign transactions. Any existing contracts or agreements that conflict with these provisions will be considered invalid, and entities that do not comply will face potential judicial foreclosure. Whistleblowers who help identify violations can receive up to 30% of the proceeds from land sales resulting from these infractions. The law is set to take effect on July 1, 2025, and is designed to protect state and national security, economic interests, and public health by limiting foreign adversaries' ability to invest in or control critical Illinois infrastructure.
