This bill amends the Higher Education Student Assistance Act to establish a new medical education grant program administered by the Illinois Student Assistance Commission. The program aims to support medical students and medical residents/fellows by providing financial assistance to help cover non-tuition expenses such as living costs. To be eligible, applicants must be Illinois residents and meet specific criteria: medical students must be accepted to an in-state medical or osteopathic school, while resident or fellow physicians must have a medical degree and be accepted into a specialty or residency training program in an Illinois hospital or state-maintained facility. Both groups must demonstrate financial need as determined by the Commission. The broader goals of the program are to attract promising students to the medical profession, improve employment and retention of medical trainees, and reduce financial barriers in the medical field. The bill will take effect on July 1, 2025, and the implementation of the grant program is subject to state appropriation.
