This bill requires the Health and Human Services Commission (HHSC) to modify electronic benefits transfer (EBT) cards used for financial assistance and supplemental nutrition assistance programs by adding specific identifying information. Starting September 1, 2026, these cards must display the recipient's name and photograph on the front, along with a "Fraud Hotline" telephone number and an Internet website address for reporting suspected fraud. The Department of Public Safety will provide photographs for this purpose. Certain recipients are exempt from the photograph requirement, including those who are 65 or older, under 19, blind, disabled, victims of domestic violence, homeless, or issued cards at a local office. The bill also requires HHSC to monitor and annually report on the frequency of EBT card replacement requests to legislative committees. Additionally, the bill allows the HHSC to share photographic images with relevant agencies for official purposes and provides flexibility for implementing the new requirements, including the ability to delay implementation if federal waivers are necessary. The changes aim to reduce fraud and improve accountability in benefit programs by adding personal identification to EBT cards.
