This bill establishes the Licensing Time Frames Transparency Act, which requires the Construction Industries Division of the Regulation and Licensing Department and local agencies with delegated licensing authority to publish quarterly reports detailing the processing times for various permissions (such as permits, licenses, and approvals). The bill provides comprehensive definitions for key terms like "permission" (which includes governmental authorizations except those for educational, charitable, or penal institutions), "final agency action" (the date an applicant is notified of a decision), and different types of time frames (average, median, maximum, and pending). Every three months, agencies must submit a detailed report to the Regulation and Licensing Department for web publication, including a list of permission types, the number of final actions taken, average and maximum time frames for processing each type of permission, the number of pending applications, and the time those applications have been waiting. The goal is to increase transparency by providing the public with clear information about how long different types of governmental permissions typically take to process. The act will become effective on January 1, 2026, giving agencies time to prepare for the new reporting requirements.
