Provides that, beginning in the 2026-2027 academic year, each institution of higher education in the State shall provide financial assistance to a qualifying student for the remaining balance of the student's total cost of attendance in excess of the amount of any private, State, or federal financial assistance received by the qualifying student during the first 132 semester credit hours or 198 quarter credit hours that the qualifying student is enrolled in the Developmental Assistance Program. Requires the Illinois Student Assistance Commission and institutions of higher learning to adopt rules and policies for the administration of the Program.

AI Summary

This bill establishes the Developmental Promise Program to support students who need to complete developmental education coursework in Illinois. The program aims to remove barriers to enrollment and degree completion by providing financial assistance to qualifying students. To be eligible, students must be Illinois residents aged 17-26, from households with annual incomes of $90,000 or less, and enrolled in developmental education courses (preparatory classes that help students build skills in English or mathematics before taking college-level courses). Starting in the 2026-2027 academic year, participating higher education institutions will cover the remaining balance of a student's total cost of attendance after other financial assistance is applied, for up to 132 semester or 198 quarter credit hours. The bill defines key terms such as "cost of attendance" (including tuition, fees, room, board, books, and other expenses) and "developmental education coursework" (courses that help students develop skills needed for college-level classes). The program is designed to support students who may need additional academic preparation by ensuring they can afford to complete their educational goals.
