This bill amends the Illinois Low-Level Radioactive Waste Management Act to update registration requirements for generators and brokers of low-level radioactive waste. The bill requires all generators and brokers to register with the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) within 60 days of beginning to generate or take possession of low-level radioactive waste. Registrants must provide detailed information about their waste, including types, quantities, and management methods, and must file annual reports. The bill introduces a new definition for "water treatment residuals" and provides two specific exemptions from registration: first, for generators storing waste with a radioactive half-life of less than 120 days (after allowing 10 half-lives to elapse), and second, for generators of water treatment residuals with a combined radium concentration of 200 picocuries per gram or less who are already registered under the Agency's existing regulatory program. All registration forms and annual reports will be made available to the public through the Freedom of Information Act, enhancing transparency in the management of low-level radioactive waste in Illinois.
