This bill amends the Illinois Health Benefits Exchange Law to create an easy enrollment special enrollment period for uninsured taxpayers and their qualified dependents. Specifically, if an uninsured taxpayer requests health insurance benefit information through the Illinois Income Tax Act's easy enrollment program and is eligible for a qualified health plan through the Illinois Health Benefits Exchange, they will be granted a special enrollment opportunity. The Exchange will send a notification letter detailing estimated eligibility for insurance affordability programs like Medicaid and federal health insurance premium tax credits. The uninsured taxpayer and their dependents will have 60 days from the letter's date to select and enroll in a qualified health plan, with coverage becoming effective on the first day of the month following plan selection. The Department of Insurance and the Department of Healthcare and Family Services are authorized to create rules implementing this new special enrollment period. The bill takes effect immediately upon becoming law, providing a streamlined pathway for uninsured individuals to access health insurance coverage.
