This bill restricts the use of neonicotinoids (a type of insecticide known to be harmful to pollinators like bees) in Connecticut, starting January 1, 2028, by prohibiting their application on golf courses, turf grass, lawns, playing fields, ornamental plants, state or municipal properties, and certain crops like corn, wheat, and soybeans. The bill allows exceptions for pest management within one foot of building foundations. Additionally, the Commissioner of Energy and Environmental Protection can temporarily suspend these restrictions during an "environmental emergency" if no less harmful alternatives exist and the neonicotinoid use will not cause significant environmental damage. For agricultural seeds, starting January 1, 2029, the bill requires farmers to obtain a waiver from the Commissioner of Agriculture before using neonicotinoid-treated seeds, which involves completing integrated pest management training, conducting a pest risk assessment, and demonstrating that no other pest management methods are effective. The bill also updates the definition of neonicotinoids to include additional specific chemicals and empowers state agencies to develop best practices for minimizing the environmental impact of these insecticides. Waivers for both emergency use and agricultural applications are limited to one year and must be publicly documented.
