AI Summary

This bill amends the Telehealth Act and Acupuncture Practice Act to expand telemedicine services for acupuncturists in Illinois. The legislation adds acupuncturists to the list of health care professionals who can provide telehealth services and defines telemedicine specifically for acupuncture as services that do not involve needle insertion and are delivered through technology or telecommunications methods. The bill establishes that the standard of care for patients remains consistent whether they receive treatment in person, through telemedicine, or other electronically-enabled health care methods. The Department of Financial and Professional Regulation is required to determine appropriate acupuncture services allowed via telemedicine, in consultation with the Board of Acupuncture. The bill also includes enforcement provisions, stipulating that individuals practicing telemedicine without a proper license will be subject to penalties, and granting the Department the authority to issue cease and desist orders for violations. Additionally, the legislation recognizes the growing importance of telehealth services, particularly in situations like pandemics that may limit traditional healthcare access, and ensures that out-of-state providers offering telemedicine services to Illinois patients submit themselves to the state's jurisdictional oversight.
