This bill creates the Law Enforcement Hiring Act (also referred to as the Sonya Massey Act) which establishes a Law Enforcement Hiring Task Force comprised of 13 members appointed by various state legislative leaders and the Governor. The Task Force has three primary responsibilities: (1) identifying methods to prevent unfit candidates from becoming law enforcement officers, (2) exploring strategies to reduce unnecessary deaths caused by law enforcement officers, and (3) producing a comprehensive report for the General Assembly (Illinois state legislature) by June 30, 2026, containing recommendations for preventing individuals with dangerous backgrounds from being hired as law enforcement officers. The Task Force membership will include representatives appointed proportionally by the Senate President, House Speaker, House and Senate Minority Leaders, and the Governor, ensuring a diverse group of stakeholders are involved in examining and potentially reforming law enforcement hiring practices in the state.
