This bill seeks to prohibit all federal funding for National Public Radio (NPR), a non-profit media organization, starting from the date of the bill's enactment. Specifically, the bill prevents any federal funds from being directly or indirectly used to support NPR, including through public broadcast stations using federal funds to pay dues or purchase programming from NPR. The bill also permanently rescinds any unobligated federal funding that would have been allocated to NPR for fiscal years 2025 and 2026. There is a narrow exception to this funding prohibition: federal funds can still be provided to NPR during active Federal Emergency Management Agency (FEMA) disaster response activities, but only for the purpose of disseminating urgent public safety information. The bill applies not only to NPR as it currently exists, but also to any future successor organization. The legislation aims to completely defund NPR and prevent it from receiving any federal financial support, with the limited emergency management exemption.
