This bill establishes the Study Commission on Large Local School Administrative Units, which will investigate potential negative outcomes in the five largest school districts in North Carolina. The Commission will consist of nine voting members, including legislators from the House and Senate, two local school board members from large districts, and two members recommended by the Department of Public Instruction. The chair will be jointly appointed by the Speaker of the House and the Senate President Pro Tempore. The Commission's primary objective is to examine whether the large student populations in these school districts are causing any negative outcomes and to develop recommendations for addressing such issues. Commission members will receive standard per diem and travel allowances, and they will have access to state resources and information from various departments and agencies. The Commission will be empowered to meet, hire consultants, and receive staff support from legislative services. By December 31, 2026, the Commission must submit a report with its findings and recommendations to the 2026 Regular Session of the 2025 General Assembly, after which it will terminate. Funding for the Commission will be allocated from funds appropriated to the General Assembly, and the bill becomes effective immediately upon becoming law.
