This bill creates a new law prohibiting law enforcement agencies, criminal justice officers, and sheriff's offices from assisting U.S. Immigration and Customs Enforcement (ICE) in apprehending or arresting individuals for immigration violations, or serving removal warrants, specifically on farmland, agricultural sites, livestock processing facilities, and permitted construction sites in North Carolina. The bill renders any existing or future memorandums or agreements with ICE void if they would require assistance in these locations. Furthermore, law enforcement officers who willfully violate this prohibition could face professional consequences, including potential suspension, revocation, or denial of their professional certification. The bill explicitly clarifies that it does not prevent law enforcement from enforcing state laws as they are normally authorized to do. The Criminal Justice Education and Training Standards Commission and the Sheriffs' Education and Training Standards Commission are required to create rules consistent with this new law, and the act becomes effective immediately upon becoming law, applying to any assistance provided from that point forward.
