This bill modifies the vehicle and traffic law regarding driver's license renewals by requiring drivers to provide an updated signature and photo image when renewing their license. Specifically, the bill removes the language that previously made the photo image optional (indicated by the "[if required by the commissioner,]" deletion) and now mandates that an updated signature and photo image must be submitted during the renewal process. The new photo image will be displayed on the renewed license. The bill maintains existing requirements for license renewal, such as paying the prescribed fee, providing proof of prior licensing, and meeting vision and fitness standards. The law also continues to allow alternatives for those without a social security number. Additionally, for licenses with hazardous material endorsements, applicants must still pass an examination to retain that endorsement. The changes will take effect 30 days after the bill becomes law, which is designed to give the Department of Motor Vehicles time to implement the new requirements and update their renewal procedures.
