This joint resolution proposes an amendment to the Arkansas Constitution that modifies the rules for considering bills during fiscal sessions of the General Assembly. Specifically, the amendment allows bills other than appropriation bills to be considered during fiscal sessions under two scenarios: first, if the bill is filed within a seven-day window before or after the start of the fiscal session, and second, if two-thirds of the members in each house of the General Assembly approve the consideration of a bill filed outside that seven-day period.
