This bill proposes an amendment to Vermont's existing boating safety regulations by requiring all individuals aboard a vessel to wear a properly secured, U.S. Coast Guard-approved personal flotation device (PFD) when they are on an open deck during specific cold weather periods—specifically from May 1st to November 1st each year. The new requirement mandates that the PFD must be wearable, in good condition, and used as intended by the manufacturer. The bill applies to most vessels except sailboards and exempts U.S. Coast Guard-inspected commercial vessels from this requirement. A personal flotation device, commonly known as a life jacket, is a critical safety device designed to help a person stay afloat in water. The bill will take effect on July 1, 2025, giving boaters and maritime operators time to prepare for and comply with the new safety regulation.
