This bill establishes a Motor Vehicle Purchase Cancellation Study Committee to explore potential changes to Vermont's laws regarding motor vehicle purchases. The committee will be composed of representatives from various state agencies and organizations, including the Departments of Motor Vehicles, Transportation, Children and Families, Financial Regulation, the Attorney General's office, the Vermont Vehicle and Automotive Distributors Association, and Vermont Legal Aid. The committee's primary objective is to examine the legal rights of motor vehicle purchasers, specifically investigating the possibility of allowing consumers to return a vehicle after purchase or cancel a purchase contract before delivery. The committee will assess potential impacts on both purchasers and dealerships and is required to submit a written report with findings and legislative recommendations to the House and Senate Transportation Committees by January 15, 2026. The first committee meeting must occur by September 1, 2025, with the Commissioner of Motor Vehicles serving as chair, and the committee will dissolve on February 15, 2026. Committee members who are not otherwise compensated will receive per diem compensation for up to four meetings. The bill is set to take effect on July 1, 2025.
