This concurrent resolution establishes the Pennsylvania State Flag Commission to address concerns about the current state flag, which is considered visually indistinguishable and poorly designed according to vexillological (flag design) principles. The commission will consist of 10 members, including representatives from the state legislature, the Pennsylvania Council on the Arts, the North American Vexillological Association, and three public members appointed by the Governor. The commission's primary tasks include studying the history of the current state flag, soliciting public design submissions for a new flag, and recommending changes to the flag. Members will serve without compensation but will be reimbursed for expenses, with costs equally split between the Senate and House of Representatives. The commission is authorized to add members, create subgroups, consult experts, and must seek public input on potential new flag designs. They will elect a chairperson and are required to issue a final report with their findings and recommendations to the General Assembly within 12 months of the resolution's adoption. All proposed actions involving state funds must be pre-approved by the Senate President pro tempore and the House Speaker.
