This resolution amends House Rule 24 to clarify and modify procedures for bill consideration and final passage in the House. The amendment specifies that bills on third consideration shall be considered in calendar order and can only be amended under limited circumstances, such as fixing internal consistency, clearing up ambiguities, correcting grammar, addressing drafting errors, or making necessary statutory constructions. The resolution also establishes that a bill cannot receive final passage action until at least three hours after its amendatory language is made public, unless two-thirds of House members vote to proceed sooner. When a bill is called for final passage, its title and a brief description must be read, and while the bill cannot be further amended, it remains subject to debate. At the conclusion of debate, the Speaker will formally state the question of whether the bill should pass finally, and a constitutional roll call vote will be taken. If multiple bills are called for final passage simultaneously, each bill's title or brief analysis must be read before voting.
