This bill requires the Washington State Department of Commerce to allocate a significant portion of state funds spent on the 2026 FIFA World Cup (an international soccer tournament) to provide low-income youth from central Washington and throughout the state with opportunities to experience the event. Specifically, the bill mandates that when the state spends money on World Cup-related activities such as promotion, marketing, and fan experiences, a "material allocation" of those funds must be used to create access for young people who might not otherwise be able to participate. The provision is time-limited and will automatically expire on June 30, 2026, which is after the conclusion of the World Cup tournament. By adding this requirement to chapter 43.330 of the Revised Code of Washington (RCW), the bill aims to ensure that state investment in the World Cup includes a meaningful effort to make the event accessible to youth from diverse economic backgrounds.
