This bill establishes comprehensive training requirements for school district governing board members in Arizona. The Arizona Department of Education, in consultation with the Office of the Auditor General, will develop a training program that can be delivered through in-person workshops, virtual workshops, or self-paced online modules. The training will cover two main areas: first, financial and administrative topics including public school finance, financial record compliance, budget development, audit procedures, annual financial reporting, internal controls, and auditor general resources; and second, governance-related topics such as school district governance, board member fiduciary duties, policy development, community engagement, student outcomes, and legal and ethical responsibilities. Board members will be required to complete both training components at least once every two years, with the option to satisfy some requirements through training programs offered by nonprofit organizations or professional associations specializing in public education. Additionally, the bill amends section 15-421 to provide detailed qualifications, prohibitions, and guidelines for school district governing board membership, including residency requirements, restrictions on employment and family relationships, candidate statement procedures, and eligibility criteria.
