AI Summary

This bill creates the City of Doraville Building and Public Facilities Authority, a public body corporate and politic that serves as an instrumentality of the State of Georgia. The authority is empowered to acquire, construct, equip, maintain, and operate projects for the City of Doraville's governmental and administrative functions. It will consist of five members appointed by the Doraville City Council, with no more than two members being city council members themselves. The authority has broad powers, including the ability to sue and be sued, enter into contracts, acquire and manage property, issue revenue bonds, and receive grants and contributions. The revenue bonds issued by the authority will not constitute a debt of the city or state and will be payable solely from the authority's own revenues. The bonds will be tax-exempt and can be used to finance various projects, with strict provisions for how funds can be used and how bondholders' interests will be protected. The authority is granted significant operational flexibility, including the ability to set rental fees, enter into leases, and manage its own properties, while maintaining immunity from certain legal actions and tax obligations. If dissolved, any remaining property would be conveyed to the City of Doraville after all bonded indebtedness is paid.
