This bill creates a new tenant assistance program designed to help rent-burdened Washington residents by providing financial support through public housing authorities. Under the program, eligible renters with household incomes at or below 80 percent of the county's median income, who are spending more than 30 percent of their monthly income on housing costs, can receive up to $400 in monthly rental assistance. Priority will be given to households with incomes at or below 60 percent of the median income or those receiving supplemental security income. Renters can receive these assistance payments for up to 12 consecutive months, with only one eligible renter per household. The program is funded through a portion of document recording fees, and public housing authorities will administer the grants. Landlords are prohibited from discriminating against renters receiving these payments. The Department of Commerce will submit annual reports on the program's performance, and a joint legislative committee will review the program's effectiveness by December 1, 2031, with recommendations on whether to continue, amend, or repeal it. The program is set to expire on June 30, 2032, with the goal of alleviating economic strain caused by high rents and promoting housing stability for Washington residents.
