Additionally, the LAO will assess the efficiency of fund allocation by examining the average time between application submission and fund disbursement, the percentage of funds allocated within timelines, and any delays in project completion. By July 1, 2027, the LAO must submit a report to the Legislature that includes policy recommendations based on the evaluation's findings. The bill is set to expire on January 1, 2031, ensuring a time-limited assessment of the Homekey program's performance and impact on addressing homelessness.
