This bill requires the California State Controller, in collaboration with the State Department of Health Care Services and the California Interagency Council on Homelessness, to develop and maintain an online search portal by January 1, 2027, that provides comprehensive funding information for homelessness and mental health programs. The portal will include detailed funding data for the current fiscal year and the previous 10 fiscal years, allowing users to view total funding amounts and track funding level changes over time. For each state program related to homelessness and mental health, the portal must provide specific details such as the program's name, administering agency, objective, total funds distributed, funds appropriated, contact information for the program's liaison, and active/inactive dates. Each of these three agencies (the Controller, Department of Health Care Services, and Interagency Council on Homelessness) will be required to include a link to this portal on their websites, and they will be authorized to request relevant information from other state agencies to ensure the portal's accuracy. The goal of this bill is to increase transparency and provide easy public access to information about state funding for homelessness prevention and mental health services.
