This bill amends the Metropolitan Water District Act to allow a member public agency that is entitled to only one representative on the board of directors to assign a proxy vote authorization to another member public agency's representative under specific conditions. Until January 1, 2030, a representative with only one board seat can designate another representative to vote on their behalf when they cannot attend a meeting. The proxy vote authorization must be in writing, filed with the board secretary one business day before the meeting, and is limited to six board meetings per calendar year. The proxy cannot assume the original representative's officer position, and all existing conflict of interest laws that apply to the original representative will also apply to the representative casting the proxy vote. This provision ensures that smaller water districts have more flexibility in board participation while maintaining accountability and transparency in voting procedures. The bill is designed to help smaller member agencies maintain their voting representation even when their primary representative cannot attend a meeting.
